Proposed programme

The Mauritius proposal combines a government-partnered digital asset exchange, real asset tokenisation and a development programme supported by a proposed allocation of USD 1 billion equivalent in digital assets over five years. Dewan Caan Vanderbilt's proposed role encompasses technology, infrastructure and operational backing. The programme would connect suitable public and private projects to a structured process for asset preparation, issuance, market access and reporting. The allocation is a proposed digital-asset-equivalent framework, with implementation, valuation, conversion arrangements and project deployment to be established through the agreed programme. Government participation and the required authorisations form part of the proposed implementation process.

The programme connects a national development perspective with the technology and operating capabilities of Dewan Caan Vanderbilt. Project selection, asset preparation, institutional participation and delivery are developed together, with responsibilities defined at each stage.

Programme priorities

A coordinated development agenda.

01

Government-partnered exchange infrastructure

A proposed national market platform combining listing standards, trading technology, account controls, settlement arrangements and reporting. The operating design would be developed with the relevant local institutions and permissions.

02

Real asset and development project tokenisation

Prepare suitable assets and projects for clearly documented digital participation. Work begins with asset rights, governance, valuation and administration, followed by issuance design and the route to eligible market participants.

03

Technology and operational delivery

Combine exchange software, integration, monitoring, compliance workflows and operational processes within one coordinated implementation programme. Delivery responsibilities, service levels and milestones would be agreed with programme partners.

04

Five-year implementation framework

Sequence the proposed allocation and project pipeline over five years. Each stage connects project preparation, valuation, conversion arrangements and reporting to defined implementation objectives.

Implementation

From programme design
to practical delivery.

Align the framework

Agree the programme scope, institutional roles, eligible assets and the governing project documents.

Prepare the platform

Develop asset diligence, operating architecture, local permissions, technical integrations and the delivery plan.

Activate in phases

Progress ready projects through documented allocation, conversion and operating arrangements, supported by reporting and review.

Programme figures refer to proposed participation through digital asset allocations. They do not represent cash balances, guaranteed conversion proceeds or completed government commitments.
